History of the Institute

Stanislav Oleksiyovych Dovgy – Director-organizer of Institute

From the day of creation of the Institute of Telecommunications and Global Information Space of the National Academy of Sciences of Ukraine in 2001 it has been headed by Stanislav Oleksyovych Dovgy – a famous Ukrainian scientist in the field of environmental geodynamics, computing mathematics, hydrodynamics, information and communication technologies, GIS technologies in particular, and space earth sciences.

Stanislav O. Dovgy is a Academician of the National Academy of Sciences of Ukraine, Academician of the National Academy of Pedagogical Sciences of Ukraine, Doctor of Physical and Mathematical Sciences, Honoured Worker of Science and Technology of Ukraine, Laureate of State Prize in the Field of Science and Technology, First-rank Governmental Worker, Member of the Presidium of the NAS of Ukraine (from 1997), President of the Small Academy of Sciences of Ukraine.

Stanislav O. Dovgy is the author of more than 300 scientific works including 40 inventions, 28 monographs and manuals. There are about 20 Candidates and Doctors of Sciences among his former students.

Stanislav O. Dovgy does a very active social work being a member of editorial boards of many learned journals and digests. He is the head and a member of a number of academic boards and learned societies, as well as of international science organizations.

Since his student days Stanislav O. Dovgy has been deeply involved in educational and pedagogical work. He has 25 years of experience in lecturing in the leading higher educational establishments of Ukraine, as well as of France, Poland, Malaysia, and Russia.

  • Order of Merit of first, second and third degrees;
  • Diploma of Merit of the Cabinet of Ministers of Ukraine;
  • Diploma of Merit of the Verkovna Rada of Ukraine.

The stages of evolution of the Institute

1986. Disaster at the Chernobyl NPP. Formation of a creative team for activities within the framework of the works of the National Academy of Sciences of Ukraine (NASU) for mitigation of the consequences of the accident. The Team is composed of: scientists and Ph.D. candidates of the Institute of Hydromechanics of NAS of Ukraine, of the Institute of Cybernetics of NAS of Ukraine, as well as of Ph.D. candidates and students of the Faculty of Cybernetics and the Faculty of Mechanics & Mathematics of the Taras Shevchenko National University of Kyiv.

1988. The work for creation of the Organizational and Technical System “Inform-Chornobyl” was started which combined the data bases of more than 80 organizations and became the Backbone Data Base for MInChornobyl (Ministry of Chernobyl Affairs), Minbud (Ministry of Construction, Minpryrody (Ministry of Environmental Protection of Ukraine), and Ministry of Defense (The Chief designer of the System – Stanislav Dovgy).

1989-1996. The International Project JSP-2 was initiated on request of the European Commission (the National Coordinator of the Project – Stanislav Dovgy). The purpose of the Project was to create a pan-European system for supporting decision-making in the event of accidents at nuclear facilities (20 Member States in the Project).

1994. Implementation of a joint project of the Governments of Ukraine and USA which resulted in creation of the Ukrainian Land and Resource Management Center.

1997. The Ukrainian Institute of Environment and Resources Research under the Council of National Security and Defense of. Ukraine was created by the presidential decree of 10.06.97 № 520/97.

2001. Creation of the Institute of Telecommunications and Global Information Space of NAS of Ukraine (by the Resolution of the Cabinet of Ministers of Ukraine of 06.05.01 № 483 and the Resolution of the Presidium of NAS of Ukraine of 30.05.01 №146).

The Institute is directly subordinate to the Presidium of NAS of Ukraine. Organizational supervision is exercised by the Information Technology Division and the Division of Earth Sciences.

The purpose of creation of the Institute was to provide support to the development of fundamental and applied researches in the sphere of telecommunications and global information space.

At present*)  there are 14 Doctors of Science and 17 Candidates of Science, including  2 Corresponding Members of the NAS of Ukraine, working at the Institute. The Institute provides substantial support to young scientists who actively participate in national and international projects, contests and win grants.

The Institute also trains scientific staff of high sciencemanship – 17 post-graduate students.

The average age of the Institute employees is 43 years and of the Institute researches – 47 years.
